Fatwa ash-Shaykh Salih Al-Fauzan
Question:
What is the law of tattooed face and two hands? This adl customs imaginable in our society. And what must be done on someone who made it during her little tattoo?
Answer:
"Tattoos adl illegitimate and is one of the major sins krn Prophet sallallaahu 'alaihi wa sallam cursed Al-Wasyimah and Al-Mustausyimah. All cursed through oral Prophet sallallaahu 'alaihi wa sallam. Thus tattooing was forbidden in Islam and is one of the major sins.

The opinion of Al-Imam An-Nawawi

Opinion Ibn Hajar
Rahimahullahu Ibn Hajar said: "Creating a tattoo is haram based Dlm anathema mk hadith in this chapter shall eliminate if possible, even with hurt. Unless the fear of perishing something or lose the benefit of member agencies and let mk be enough to abort with repent for sin. And in the event are the same between laki2 and women. "
